Soccer Clubs, Fans Oppose Plan to End Tied Games With Shootout

The league, comprising the three divisions below the elite Premiership, is considering a plan in which the team that scores the more spot kicks gets two points. The loser will still have one point. Chairmen of the 72 teams agreed today to set up a working party to examine the proposal in more detail.
Spot kicks were first proposed as an alternative to the drawing of lots in knockout competitions in 1970 and the first shootout at a World Cup took place between France and Germany in the 1982 semifinal. Japan's J-League and U.S. Major League Soccer adopted the system and dropped it. ariticle

J.League employed V-Goal (extra-time with golden goal) and PK shootout method from the start of the league since 1992. From the season 1999, they give up PK shootout and from 2003 extra-time was given up (became normal regulation). We have learned that the traditional regulation have quality.
